Currently looking for an experienced Proposal Writer to fill an opening in Germantown, Maryland. Ideal candidates will be in their early to just mid-level career involved in writing federal and or state government technical proposals with a primary skill to write a response to technical (Information technology and software development) RFPs.

 

Responsibilities of the Proposal Writer

 

  • Review, analyze, and interpret RFPs, RFIs, and RFQs to gain a thorough understanding of the audience, situation, and objectives of each solicitation, and when necessary, communicate that information to others.
  • Conceptualize, write, review, and revise compelling technical proposal sections in response to RFPs, while ensuring seamless integration with the overarching proposal narrative.
  • Compose technical proposal write-ups that are informative and clear, but that also convey passion or emotion.
  • Participate in extensive proposal planning, strategizing, and analysis (e.g., work with the Business Development Director and Proposal Manager to analyze the RFP and create annotated outlines, content plans, win themes).
  • Conceptualize, create, review, and integrate visually-appealing, informative technical graphics and illustrations (such as charts, process flows, screenshots, etc.).
  • Interview SMEs to understand the processes, technologies, business needs, and other contextual details of a subject matter domain, and to elicit the appropriate technical and scientific information needed to compose high-quality technical write-ups.
  • Find, analyze, and synthesize graphics or written content from existing documentation or content repositories, and if necessary, revise and repurpose them for new proposal efforts.
  • Assist the proposal development team in facilitating group reviews, collecting and organizing feedback on drafts and graphics, and systematically tracking and implementing the feedback.
  • Evaluate proposal sections—text, layout, graphics, —for storytelling quality, consistency, coherence, clarity, compliance with RFP/RFI/RFQ requirements.
  • Collaborate closely with other writers and graphics specialists to develop, evaluate, and revise the layout, formatting, and overall visual presentation of the technical proposal.
  • Provide support for desktop publishing, reproduction, and quality control checks.
  • Assist with post-submission content management tasks, such as (but not limited to) analyzing final proposal documents to identify write-ups and graphics that can be archived and reused in the future.
  • Stay up-to-date on new developments in proposal writing and management.

Requirements of the Proposal Writer

 

  • BS/BA degree in professional writing, journalism, technical communication, and/or relevant field
  • Current or past membership in the Society for Technical Communication (STC), Association for Proposal Management Professionals (APMP), or other relevant professional association
  • Minimum 2-5 years of relevant technical proposal writing experience, at least three of which involved writing technical proposals for the federal government
  • Minimum 1 year of experience with web-based collaboration and content management systems (such as Microsoft SharePoint) is preferred
  • Minimum 2 years of experience with industry best practices such as Shipley or Capture Planning
  • Able to provide Technical Writing and general writing support to include task orders; RFP and other support tasks
  • Able to persuasively convey technical information in support of the overarching story of why a client should hire our organization
  • Journalistic ability to explain complex technical constructs or approaches is a plus
  • Knows Fed Civilian; DOD and commercial writing
  • Must know federal RFP’s sections L; M. “win themes” “differentiators”
  • Proficient in communicating and collaborating with personnel at all levels of an organization
  • Able to perform each essential duty satisfactorily
  • Ability to effectively communicate ideas and concepts both orally and in written documents
  • Proficiency in Microsoft Word 2016 and Outlook 2016
  • Strong organization skills for organizing written information and creating re-usable written content
  • Ability to work independently and accurately record/report task status

  • Must be able to work extended hours as needed under the pressure of inflexible proposal due dates
